Liberty State Park is a lovely place to take a stroll. Joggers flock here for the wide boardwalk and the great views of lower Manhattan, Ellis Island, and Jersey City. You can see the Statue of Liberty pretty close-up from this park. Remember though- she's facing the other way, in order to welcome new arrivals to America who came by ship. So you can't see her face!
In winter, come for a wake-me-up brisk walk. In summer, enjoy the nice cool breeze that blows off the water. Another good place to see the Statue of Liberty is from the pedestrian bridge at Brooklyn Bridge Park.
