Parc des Gouverneurs is a large gently-sloping square park filled with tall, old trees. It is a favorite spot of mine, overlooking the happy people strolling along Dufferin Terrace and the blue river below. People picnic here or sit on benches and watch the joyous scene below, listening to the live musicians from a distance. There is a large white brick obelisk monument to Montcalm that gives it a sense of place. This park is beside Chateau Frontenac, and I have visited it many times to soak up the perfect summer vibes here.

Unfortunately, I don't have a good recommendation for where to buy a picnic near here, though there are many touristy, expensive restaurants along Rue Saint-Louis nearby. I asked a family who were picnicking and they said they bought takeout from a restaurant on Grand Allee, but it is a fifteen minute walk away. One way Quebec City is a bit different to Paris is that there are not patisseries on every corner with ready-made sandwich du jambon baguettes. You can buy an ice cream from the little ice cream shop on the side of Chateau Frontenac, down a steep walkway from the park. Next to it is a stripey gazebo with a sandwich shop called Au 1884, that might be handy to try. For some reason, I didn't see this shop when I was there- it would have been useful! There are clean restrooms inside Chateau Frontenac, which you access by walking along Rue des Carrieres to the car pull-in area of the hotel, where the front doors of the hotel are. Inside Chateau Frontenac there are usually performers of some kind, such as a young lady dressed in a royal blue princess gown, or the king strutting along with his brass band. 
Make sure you walk just 250m to the right (if facing the water) to the little footpath that leads up to hidden Pierre-Dugua-De-Mons Terrace. This is my favorite place in all of Quebec. Climb to the top of the hill and take in the sweeping views!
